I don't think the minimrp guys can help with the difference between bluehost and hostinger.
The problem is likely to do with which ports hostinger allows to be open. Setting up the access permissions within phpMyAdmin allowing connections from '%' 'ANY' client IP does not mean that the port 3306 is open. Contact hostinger support and ask if remote access to MySQL is permitted or whether the port is closed.
